In these instances, the US or Israel used the temporary lull to regroup and relaunch their military campaigns.
“It’s this pattern that has led the Iranians to reject the US proposal, which demands Iran surrender its leverage in the first phase, only to have the US reciprocate in a second phase that never materialized. We’ve seen this scenario play out in Gaza and Lebanon, and it’s clear that the Iranians are not motivated to accept a similar deal. Whether the US will accept the Iranian counteroffer is a separate matter altogether.”
