Former Chief Secretary of Gilgit‑Baltistan, Abrar Ahmed Mirza, and Higher Education Secretary Farid Ahmed directed an “Academic Audit Committee” to conduct a comprehensive academic audit of selected government colleges in Gilgit‑Baltistan. The audit aimed to identify factors behind unsatisfactory intermediate exam results, analyze these factors using various tools, and develop actionable recommendations, reports, and presentations for the Secretary and Chief Secretary to improve results and education quality. Two colleges with strong annual exam performance were also included for comparative analysis, and one college with very low student enrollment was selected to devise strategies for increasing admissions.
The committee comprised Dr. Khalid Ashraf (Assistant Professor, Government Degree College Skardu, Chair), Fazal Karim (Assistant Professor, Government Inter College Basin Gilgit, Member), Ishtiaq Ahmed Yad (Deputy Secretary, Development & Coordination, Higher Technical & Special Education, Member), Aabida Anwar (Deputy Director, Academic, Directorate of Higher Education, Member), Ijaz Ali (Assistant Manager, Professional Development Centre North, Aga Khan University, Member), and Tanveer Ahmed Khan (Assistant Director, Nomination, Directorate of Higher Education, Member).
Colleges audited included Government Inter College Gupis, Government Inter College Chitral Khund, Government Inter College Basin, Government Degree College Manawar Gilgit, Government Inter College Harsapoo Nagar, Government Degree College Chilas, and Government Degree College Tangir. Committee members implemented effective planning, designed international‑standard data‑collection and focus‑group tools, prepared questionnaires, and conducted stakeholder consultations to gather data. After rigorous analysis, technical reports and presentations were prepared.
Dr. Khalid Ashraf presented the findings to Secretary Farid Ahmed in a six‑hour session attended by all committee members. Formal reports were then submitted to the Secretary, who ordered concrete actions based on the recommendations. Copies of the reports, the actions taken, and requests for approval of new measures have been forwarded to Chief Secretary Arshad Majid Mahmand. The expected outcomes are improved annual exam results for GB colleges, prevention of cheating in primary, middle, matric, and intermediate exams, and a higher standard of education. Secretary Farid Ahmed praised the committee chair and members for their professional and diligent work in achieving this historic milestone.
