Iran Employing Advanced Tactics to Enforce Internet Blackouts: Report Reveals

A human rights group, Access Now, claims that Iran has been utilising “unusually sophisticated” techniques to impose more “comprehensive” internet shutdowns.
In a recent report, Access Now stated that Iran started criminalising the “purchase, sale, import, and use of unauthorised internet tools, such as Starlink” following the 12-day conflict between Israel and Iran in June 2025.
Iran was among a small number of countries that employed jamming to prevent access to Low Earth Orbit (LEO) satellite internet systems, like Starlink, during shutdowns in 2025.
The current nationwide internet shutdown in Iran, which commenced on February 28, is in addition to other ongoing restrictions through Iran’s National Information Network, which offers access to a limited list of permitted websites and “[forces] people onto national messaging apps”, the report discovered.
